City Council Meetings
The City Clerk attends all City Council meetings, unless excused, and directs the taking of official minutes. The City Clerk certifies completed minutes, and acts as Clerk to the City Council.
Official City Records
The City Clerk's Office ensures that books of all certified minutes, resolutions, ordinances, Municipal City Code and other official city documents are maintained. The office also maintains copies of all agreements and contracts entered into by the City.
Public Records Requests
All Public Records Act requests for information must be submitted in writing on this form and delivered to the City Clerk’s Office at City Hall, or email your request to Andrea Carranza. Please fill out this form completely with as much detail as possible and identify specifically the records you are requesting.
The California Public Records Act (Government Code Section 6250 et. seq.) applies to writings in city files "containing information relating to the conduct of the public's business prepared, owned, used, or retained by any state or local agency regardless of physical form or characteristics." The City will provide those documents to you, unless they are exempt from disclosure under the Public Records Act or other legal reason prevents the documents from being disclosed to the public. Please note that the City is not required by law to create a list from an existing record or create a new record.
The Act allows staff ten days in which to respond to requests for information as well as the recovery of associated costs. Staff will contact you when a response has been completed for your request. (Due to staff reductions, staff is unable to respond to walk-in inquiries that have not previously scheduled an appointment prior to or after submission of the inquiry to the City Clerk’s Office.) All Fees involved must be paid in the City’s Finance Department prior to the release of documents.
Form 700 - Fair Political Practices Commission (FPPC)
Employees and officeholders at virtually all state and local agencies, as well as candidates for public office, use the Fair Political Practices Commission’s form 700 to file their statements of economic interests.
City Councilmembers are elected officers identified in Government Code Section 87200 and file Statements of Economic Interests (Form 700s) with the City Clerk's Office. Copies of the Statements of Economic Interests filed by the above elected officers may be obtained by visiting the offices of the Fair Political Practices Commission (FPPC) or the City Clerk. The Statements of Economic Interests for some State and Local Government Agency elected officers may be available in electronic format on FPPC's website at: http://www.fppc.ca.gov.
Form 801 - Payment to Agency Report
Form 801 is used to report certain payments received by state and local government agencies that are used for agency purposes and paid by a third party. FPPC Regulations 18944 and 18950.1 provide a procedure that agencies may use to disclose these payments, which may include a payment for an official’s travel expenses for the purpose of facilitating the public’s business in lieu of using agency funds; and a payment that would otherwise be considered a gift or income to the benefiting official, but is instead accepted on behalf of the agency.
Form 806 - Report of Public Official Appointments
The Fair Political Practices Commission (FPPC) requires each agency to post a Form 806 which reports additional compensation that officials receive when appointing themselves to positions on committees, boards or commissions of an intergovernmental public agency, special district, and joint power agency/authorities (see below Committee List/Maddy Act). Each agency must post a Form 806 listing all paid appointed positions including the date appointed, length of term and stipend amount received. (CA FPPC Reg. §18705.5)
The Form 806 will be amended when: 1) the number of scheduled meetings has changed; 2) there is a change in the compensation paid to the members; or 3) when the City Council makes a new appointment.
