The Development Services Department manages community planning, building and code enforcement and collaborates with property owners, business owners, design professionals, and City officials to improve the protection of public health and safety.

WHAT WE DO:

Planning Division:
Provides advanced and current planning services including adoption of the general plan and specific plans, zoning and subdivision administration, sign regulations, and updating of Municipal Codes. Delivers environmental review services, and supports the Planning Commission and Public Arts Commission.

Building Division:
Provides plan check, permitting, and inspection services for all new and proposed construction and structure remodeling activity in the City, including building, electrical work, plumbing, and mechanical work. Maintains and updates the City’s permit fee and development impact fee schedules.

PERMITTING SERVICES DURING COVID-19:
The health and safety of the general public and City employees is our primary concern. City services have been modified in order to provide a safer environment, while maintaining all our basic services during the pandemic. Thank you for your continued patience and understanding.

Effective Monday, March 23, 2020, the following precautionary measures have been implemented in the best interest of the public’s health and welfare:

The Permit Center counter will be closed to the public.  Applications for Building Permits and Planning Approvals may be submitted in person by appointment only during normal business hours, through regular mail, or through an e-mail correspondence.  There is a link below to download these applications for manual use.  City staff will call you when your permit is ready for pick-up and payment, or for any next steps.  Inspections will be scheduled through the normal procedure, and we ask that areas to be inspected be clear of immediate human congregation.  Our staff is available by telephone at (760)398-3002 or (760) 398-3102 or by e-mail at ybecerril@coachella.org and rmontoya@coachella.org.

SERVICIO DE PERMISOS DURANTE EL VIRUS COVID-19:
La salubridád y seguridád del público y de los empleados del Municipio es nuestro primer apuro.  Los servicios de la Ciudad se han modificado para proveér un ambiente mas seguro, mientras mantenemos todos los servicios basicos durante el pandémico. Gracias por su paciencia y su comprensión.

Efectivo el 23 de Marzo, 2020, las siguentes medidas preventivas se tomarán acabo con el mayor interes de mantener la salubridád y el bienestár del público.

El Centro De Permisos estará cerrado al público.  Se puede someter la “Aplicación Para Permiso de Construcción” o la “Aplicación Para Aprobacion de Planificación” por correo, por correo electronico, o en persona haciendo una cita por adelanto durante el horario normal.  Aqui debajo puede descargár estas aplicaciones para su uso manual. El personal le llamará cuando su permiso esta listo para recoger y pagar, o para cualquier paso siguente que se ocupe.  Las inspecciones seguiran su proceso normal, y se les pide que el area de inspección se libre de cualquier congregación humana.  Nuestro personal está disponible por teléfono al (760)398-3002 ó (760) 398-3102 o por correo electronico al ybecerril@coachella.org y rmontoya@coachella.org.

Code Enforcement Division:
Enforces the Municipal Code by responding to public nuisances including violations of noise ordinances, ice cream vendors, abandoned vehicles, and vacant properties. Processes requests for new business licenses.
